At campaign launch in Buea: Dion Ngute outlines blueprint for Biya’s landslide victory in SW.

The Prime Minister, Head of Government, Dr Chief Joseph Dion Ngute, has delivered to his kith and kin across the South West Region, strategies to ensure the population massively votes for President Paul Biya, come October 12, 2025.

Dion Ngute delivered the guidelines in Buea last Saturday, September 27. 



This was during a rally to launch campaigns for the CPDM candidate, Paul Biya, across the South West Region. 

As guest of honour at the event, the PM told the people why President Biya remains the best choice, insisting that opposition candidates in the race are merely making noise with nothing to offer.

The Head of Government said President Biya is the man with whom the South West Region is sure of its place in Cameroon. He said there are no miracles the opposition can perform to address challenges facing the country except President Biya, whom he said, has achieved much and is on the same lane to do more.

Dion Ngute told the population and campaign teams charged with carrying the President’s message to every neighbourhood, that the South West Region is guided by pragmatism and reality. 

He said the decision of the Region to massively vote President Biya is about the choice of the man and what he represents.

To Dion Ngute, Biya must be continued to be marketed to the population as a man of peace, dialogue and development, with globally admired diplomatic and leadership skills. 

He said campaign teams must project the increasing number of investors coming to the country to the population as testament to improvements in the business climate and what Biya is doing to boost growth and resilience.

 

Unity, inclusivity…

Another prescription from the PM to the Southwesterners is the need to uphold unity and coherence on the field. 

Come what may, the PM reminded the campaign teams and party supporters that unity and inclusivity must be prioritised in canvasing votes for President Biya.

Dion Ngute asked party supporters and campaign officials to take the message of Biya to members of other political parties. This, he said, is needed to ensure 100 percent victory. 

While reminding his brothers and sisters of the cosmopolitan nature of the South West Region, Dion Ngute described the Region as a good example of living together. 

“Make sure we have inclusive campaigns,” he remarked, declaring that the election of October 12 is about the strategic interest of the South West Region.

 

Collect voter’s cards, vote 

Dion Ngute said it is time for the South West Region to again make meaning out of its numerous calls for Biya to seek re-election. 

Having accepted and entered the race, the Prime Minister said now is the time for the people to show the sincerity of such calls through massively voting for him.

He asked campaign teams to get the people to visit ELECAM offices to collect voter’s cards. When that is done, the PM said every family with children of voting age must deliberately take the action of stepping out on October 12 to vote for President Biya.

What is at stake for SW?

On what is at stake for the South West Region in the election, Dion Ngute cited its active part taking in sharing executive power under Biya’s reign. 

He reminded the population that of the seven Star Building occupants under Biya’s leadership so far, the South West alone has had three Prime Ministers. This, he said must be explained to the population as a sign of confidence and trust Biya has in the Region.

He added to it members of government, Directors Generals, Board chairpersons of state corporations, Vice Chancellors and deputies, diplomats and many other human resources from the Region given the privilege to serve. 

Voters he said must know that voting for another candidate will result in the South West Region losing all such gains in leadership.

 

What has been done, what still needs to be done

Revisiting recent gains, the South West Region has enjoyed from Biya, Dion Ngute mentioned the billions of FCFA recently dished out to clear salary arrears of workers of the Cameroon Development Corporation, CDC, and State support for PAMOL plantations. 

The reconstruction and rehabilitation of the National Oil Refinery Company, SONARA, Dion Ngute stated has begun. This, he said, must also be explained to the population as confirming earlier assurances he had given that SONARA is not being relocated.

He added to the basket of achievements several projects realised across communities in under the Presidential Plan for the Reconstruction and Development of the North West and South West Regions, PPRD-N W/SW. The cocoa economy of the region, he said, is booming.

With the new decentralisation vision of President Biya, the PM said the Regional Assembly has become another vector of local development. For ongoing project, the PM mentioned works ongoing on the Kumba cooking gas filling station. Works he said are imminent on the Bekoko-Idenau road. 

Works on the Buea Referral Hospital Project, Dion Ngute assured, will also recommence soonest. On port facilities, he stated that everything is being done to make use of the facilities in Limbe and Tiko. 

 

Biya, the old cocoa tree with good harvests

Bringing the reality of what he considers Biya’s experience, Dion Ngute said farmers across the South West Region can bear witness that one doesn’t cut down a cocoa tree simply because it is old. 

He reminded farmers of the high productivity of old cocoa trees, assuring them that Biya is in charge and has what it takes to lead.  Dion Ngute said he has never come across a human being as polite as Biya is. He said the Head of State is a listener who keeps to his promises.

 

Other speakers 

Senator Nfor Tabetando, Vice President of the Senate and interim leader of the CPDM in the South West Region said President Biya has a development programme which needs the support of the Region to realise.

Prof Elvis Ngolle Ngolle delivered a lecture on novelties in the party’s campaign strategies while Dr Bertha Ndoh presented the President’s manifesto. 

Members of government of South West origin also attended the rally. Among them were; the Director of Cabinet at the Prime Minister’s Office, Balungeli Confiance Ebune; the Minister, Deputy Secretary General at the Presidency, Elung Paul; the Minister of Secondary Education, Prof Nalova Lyonga; Minister Delegate to the Minister of the Economy, Planning and Regional Development, in charge of Planning, Paul Njukang Tasong; and the Minister of Special Duties at the Presidency, Victor Arrey Mengot Nkongho.
