Constitutional Council: Newly appointed member, Ouli Ndongo, sworn in.

Newly appointed member of the Constitutional Council, Ouli Ndongo Monique, has taken the oath of office. This was during the 5th Congress of Parliament chaired by the Speaker of the National Assembly, Rt Hon Cavaye Yeguie Djibril.



The congress held June 27 at the Paul Biya Glass House. It brought together Members of Parliament and Senate as well as members of government led by the Prime Minister, Head of Government, Dr Chief Joseph Dion Ngute

It was also attended by members of the Constitutional Council led by its President, Clement Atangana as well as members of the diplomatic corps and representatives of international organisations. 

Ouli Ndongo Monique was appointed on April 8, 2025 by a Presidential Decree to fill in the void at the Constitutional Council, created by the demise of Bonde Emmanuel.

In his speech, Rt Hon Cavaye described the former senator of the ruling CPDM party as a “perfect” fit for the role she has been appointed to serve. 

By virtue of her “brilliant” professional and political career, the Speaker asserted that she is “well equipped to discharge her duties” as a member of the Constitutional Council.

“Cameroonians expect a lot from you because you were appointed member of the Council barely 6 months before the October 2025 Presidential Election,” Hon Cavaye reminded her.

He then cited provisions of the country’s Constitution which stipulates that the Constitutional Council has the mandate to decide whether the presidential election, legislative elections and referendums are free and fair-a task with the presidential election earmarked for October this year highly anticipated. 

“And according to our Constitution, the credibility and dedication of the Constitutional Council should never be put to question,” Hon Cavaye reiterated as he wished her success in the discharge of her duties as member of the Constitutional Council. 

A minute of silence was also observed in memory of deceased Constitutional Council member, Bonde Emmanuel who was snatched away by the cold hands of death last January 3.

About Ouli Ndongo Monique

She was born in 1958 in Batouri, East Region. As a trained agricultural engineer and seasoned public servant, she held several posts of responsibility, notably Permanent Secretary of the Ministry of Livestock, Fisheries and Animal Industry; Director of Sustainable Development and Environmental Planning at the Ministry of Environment and Nature Protection; and Head of Division of Programmes and Sustainable Development of the same ministry. 

At the political front, she has been militating in the ranks of the ruling Cameroon People’s Democratic Movement, CPDM party since 1985.

Her devoted service to the party earned her a place as Member of the CPDM Central Committee (2011), Member of the Regional Permanent Delegation of the CPDM Central Committee for East Region (2015) and a host of other functions.

She as amongst the pioneer Senators of Cameroon in 2013. She served in several capacities at the Senate and across different commissions of the Senate from 2013 to 2023. She is also holder of several State recognition including Knight, Officer and Commander of the National Order of Valour. She was also honoured with the Grand Officer of the National Order of Valour.
