Biya decrees 252 billion FCFA for Common Decentralisation Fund.

The Common Decentralisation Fund has been swollen to the tune of 252,568,936,000 FCFA, thanks to a decree signed by President Paul Biya on Tuesday September 6.

In the decree no. 2023/405 of 6 September, 2023, President Biya outlined the manner in which funds allocated to the Common Decentralisation Fund would be shared. 

“The 2023 state budget allocates two hundred and fifty-two billion, five hundred and sixty-eight million, nine hundred and thirty-six thousand as per estimates of the 2023 finance law”, the decree stated.

The decree clarifies that the resources intended for regions shall be distributed equally, at the rate of 3,000,000,000 billion FCFA per region.

The other uses provided for in Article 3 of the decree concerns allocation for personal emoluments of decentralized officials and other services.

Therefore, budget head 65, sub head 1, which pertains to remuneration of mayors, is allocated 2,500,000,000 FCFA. 

Sub head 2, which is payment of salary arrears of council executives for the 2013-2020 mandate has an allocation of 955,000,000 FCFA.

Sub head 3, which concerns remuneration of executives and members of regional bureaus; has an allocation of 350,000,000 FCFA.

Sub head 4, which pertains to the functioning of the National Decentralisation Board has an allocation of 450,000,000 FCFA.

Sub head 5, which concerns functioning of the Inter-ministerial Committee on Local Services will gulp 150,000,000 FCFA.

Sub Head 6, which has to do with the functioning of the National Committee on Local Finance, going by the same presidential decree benefits, 100,000,000 FCFA.

Sub head 7, which has to do with functioning of the Inter-ministerial Commission on Decentralized Cooperation, has an allocation of 60,000,000 FCFA.

The functioning of the Committee in charge of monitoring procedures for payment of the basic salary of Local Executives as per the presidential fiat will run on 45,000,000 FCFA.

Sub head 9, which concerns financing of training for elected officials and operational stakeholders of Regions and Councils, has been allocated 100,000,000 FCFA.

Sub head 10, which has to do with National Skilled Trades Training Programme support, has been allocated 40,000,000 FCFA.

Meanwhile, the Council trade unions support has been given an allocation of 50,000,000 FCFA.

On sub head 12, which is government´s special operation for mass issuance of birth certificates, the money to be spent is 200,000,000 FCFA.
