Yaounde II Council: Mayor Ayissi Eloundou presents over 2 BFCFA revenue collection, projects realised in 2024.

The Yaounde II Council in Mfoundi Division of the Centre Region has now gained the status of a category two council, after surpassing two billion FCFA annual revenue collection. 

The information was made public on July 10, by the Mayor of Yaounde II, Yannick Martial Ayissi Eloundou, as he addressed councillors and other stakeholders during the 2024 Administrative, Management and Stores Accounts of the institution.



In his speech during the session, the Mayor disclosed that at the end of the 2024 fiscal year, Yaounde II Council recorded a total budget revenue of 2,021,123,702 FCFA.

This, he said, represents an increase of 157,190,764 FCFA, compared to the 2023 Administrative Account.

He mentioned that the operating revenue for this fiscal year, which amounts to 1,516,123,702 FCFA, represents the bulk of the resources collected during the 2024 fiscal year.

This consists primarily of tax revenue, direct and indirect municipal taxes, income from the operation of the land and municipal services, subsidies received, miscellaneous income and profits, credits transferred from the State.

Going by the mayor, the total investment revenue envelope for the 2024 fiscal year, stood at 505,000,000 FCFA.

“This level of performance not only represents a significant improvement over previous fiscal years, but also allows our Council to reach a significant milestone, moving from the 3rd to the 2nd category, in accordance with the national municipal classification table,” the municipal magistrate said.

According to the Yaounde II mayor, this ranking enhances the council’s institutional status and broadens access to certain specific grants and funding.

The increase in revenue collection he said, “demonstrates the firm desire to build a resilient, proactive municipality committed to sustainable, inclusive, and controlled development; and calls for collective action to consolidate the achievements made,”.

Projects realised

In terms of projects realised, Mayor Eloundou presented a plethora, ranging from rehabilitation of schools and health centres, pavement of roads, construction of boreholes, extension of water among others.

“In 2024, we were able to improve the staff working conditions and the living conditions of the population in our municipality through several projects, including: the effective digitalisation of civil status records, the rehabilitation of public nursery and primary schools,” the mayor said.

He cited the rehabilitation of Tsinga Public Nursery and Primary School, the construction of toilets in Febe Village Nursery and Primary School, Tsinga Oliga Nursery and Primary School. This was done alongside the purchase of tables and benches for schools.

Boreholes and water catchment points were constructed in the localities of Madagascar, Febe village (Nkol-bifoan), and Ntougou I, Azegue, Nkomkana II, and Messa Carrières

The council also installed streetlights throughout the municipality, rehabilitated the Briqueterie Integrated Health Centre, equipped the Tsinga District Medical Centre.

Several road stretches in Yaounde II were paved with interlocking paving stones.

According the Yaounde II mayor, the significant increase in total revenue, dynamic investment execution, and a sustained commitment to local development, produced generally satisfactory results in 2024, 

“The exceptional performance in mobilising investment resources (88%) illustrates the growing maturity of the municipal administration in managing public projects and collaborating with institutional partners,” the mayor said.

He stated that despite persistent challenges, ranging from low mobilisation of municipal taxes and operating subsidies, the Yaounde II Council has been able to stay on course thanks to rigorous, transparent, and efficiency-oriented management.

Concluding his statement during the session, Mayor Eloundou said the entry into force of the local tax reform in 2025, ushers in a new era in municipal governance, with the need to rethink funding sources and strengthen financial autonomy through innovative strategies.

 

Recognition for exceptional performance

At the close of the session, the Yaounde II mayor received two awards, in recognition for his exceptional service to the people of his municipality.

The first is signed by the Cameroonian Organisation for the Development of the Deaf and the Ministry of Social Affairs, saluting the Yaounde II Council administration for the inclusion of people living with disabilities in for the past 20 years.

The second award from Manne du Ciel association, also praised the realisations of Mayor Ayissi Eloundou in all domains in the council area.

Reacting to the recognitions, the mayor said: “I would like to consider these distinctions as a challenge to work harder for the well-being of our people. Together, we will succeed”.
