MAETUR boss, other officials with newly installed members

The Director General of the Urban and Rural Lands Development and Equipment Authority, better known in French as MAETUR, Manga Louis Roger, has tasked members of the institution

The MAETUR DG gave the instruction while commissioning members of the Anti-Corruption Unit into their functions.

The installation ceremony took place at MAETUR head office in Yaounde, Wednesday February 15. It was attended by some representatives of titular ministries and those of the National Anti-Corruption Commission, CONAC.

In his address, the DG said the creation of the Anti-Corruption Unit at the institution is designed to contribute effectively to eradicate corruption, which is a scourge that undermines Cameroonian society.

“A healthy and attractive business environment in our country requires a relentless fight against certain reprehensible practices, among which is financial crime. This scourge, whose ravages are perpetrated by the implementation of manoeuvres of resistance and inertia, hinders economic progress as desired by the Head of State,” Manga said.

He pointed out that it is important to put in place effective mechanisms that are capable of preventing, detecting and prosecuting cases of corruption with extreme harm on the economy.

“The installation of the members of the Anti-Corruption Unit is an appropriate response to this problem, for which our country has already made significant efforts,” Manga reiterated.

Calls for more efficiency

According to MAETUR boss, the recent proliferation of development operations within the structure is a sounding call for more efficient, transparent, and good governance to continue to deserve the trust of the State, decentralised territorial authorities, banks, donors, customary authorities and families.

“The brief presentation on MAETUR justifies the relevance of setting up an Anti-Corruption Unit at MAETUR, a mechanism that should support performance improvement actions,” he added.

He further highlighted that the establishment of the Anti-Corruption Unit within MAETUR significantly enhances the anti-corruption mechanism and meets the need for collaboration.

Presentation of structure

Manga Louis Roger also seized the opportunity to present MAETUR, created in 1977, as having shaped the physiognomy of the main cities of the country.

However, in order to increase its production in the face of the significant deficit in housing, structured, secure and sustainable living environments, MAETUR administration has embarked on major changes included in its Strategic Development Plan 2021-2026.

The strategic plan, with three main axes includes increasing the products and diversifying the services, transforming MAETUR's legal status and integrating the structure into the State's major structuring projects as well as seek innovative private financing to support large production programmes.

Palpable results so far

Going by the MAETUR DG, there have been palpable results achieved by the structure during its close to 50 years of existence.

He recounted that at the institutional reforms, MAETUR has been transformed into a public capital company via a presidential decree n°2019/208 of 25 April 2019, with a share capital of 3 billion FCFA. The company is said to be operating as a legal entity under private law subjected to the OHADA uniform act with missions of expanded in land and real estate expertise.

With regard to its productivity, MAETUR scouts for large plots of land with the support of Ministry of State Properties, Surveys and Land Tenure, and the production of land titles.

It has further diversified its services to supporting local authorities in land expertise, urban restructuring, planning and corridor studies.

Head of unit pledges to deliver the goals

The president of the Anti-Corruption Unit, Seraphine Melingui, pledged that they will give in their best in fighting the corruption cankerworm within the structure.

“I want to thank my hierarchy for entrusting this enormous task on me to head this unit. I will give in my best to ensure that we accomplish the mission of this unit,” she said.

Acknowledging the daunting task ahead, she stated: “We all know that corruption is an illness that has to be treated. We have the means to wipe out corruption with the help of CONAC within this structure”.
