At installation ceremony: New CCAA Board Chair urged to position institution as one of Africa’s bests.

The new Chairman of the Board of Directors of Cameroon Civil Aviation Authority, CCAA, Patrice Emmanuel Ngolle III, has been urged to use his rich experience in contributing to position the corporation as one of the best regulatory authorities in Africa.

The call was made Wednesday February 15, in Yaounde by the Minister of Transport, Jean Ernest Massena Ngalle Bibehe. He was speaking while installing Patrice Emmanuel Ngolle III into his functions.

The minister said he was convinced that the rich experience of the new Board Chairman will enable him to assume the responsibilities that the Head of State has willingly entrusted to him.

He reminded Ngolle III to ensure the strategic piloting and the effective supervision of the management of CCAA, one of the most important establishments in Cameroon, in the Central African Sub-region, and even in Africa in the civil aviation sector.

This, the minister said, is in view of the recent distinctions that Cameroon has obtained at the international level through its intermediary and the large-scale projects being developed or carried out in CCAA, such as the rehabilitation of secondary airports.                         

The minister also told him that he was taking office “at a time when the world economy in general and Cameroon in particular has been hit following the COVID-19 pandemic and the Russo-Ukrainian war.

“However, CCAA is more than ever expected to carry out its priority missions which revolve around four strategic axes which are safety, security, air transport and airport infrastructures,” he noted.

“The Government urges you to use your experience and managerial skills to take up this important challenge and strengthen the positioning of CCAA as one of the best aviation regulatory authorities in Africa. To do so, you must be available and pragmatic in your new missions,” Minister Ngalle Bibehe enjoined.

Speaking to the press, Patrice Emmanuel Ngolle III, thanked the Head of State for the confidence bestowed on him, promising to do his best in order not to fail.

 

Patrice Emmanuel Ngolle III, the man

The 61-year-old Patrice Emmanuel Ngolle III’s academic and professional skills, and his rigour in the conduct of projects are unanimously recognised and appreciated.

He is a senior civil administrator, who joined the Cameroonian administration in 1996 and proved himself in territorial command until 2017.

He was Chief of Staff of the Governor of Littoral from 1999 to 2001, Assistant Senior Divisional Officer, SDO, of Mfoundi Division from 2001 to 2006, Secretary General of the former West Province from 2006 to 2008, SDO of Mefou Afamba and Ocean Divisions respectively from 2008 to 2010 and from 2010 to 2012. He was also Inspector at the Ministry of Territorial Administration in 2016.

Ngolle III also held several positions of responsibility at Elections Cameroon, ELECAM, from 2017 to 2022.

Alongside his rich administrative experience, he continued his studies and obtained a Doctorate in Public Law from the University of Montpellier in France in 2015.

This new qualification enabled him to assume the duties of lecturer in risk law and civil security crises at the International War College in Yaoundé.

Ngolle III replaces the former CCAA Board Chairman, Paul Maximin Nkoue Nkongo, who held the position from 2010 until his death on December 22, 2022. Ngolle was appointed by decree of the President of the Republic, Paul Biya, on February 10, 2023.
