CONAC boss lauds gov’t, AfDB’s support to corruption fight.

The Chairman of the National Anti-Corruption Commission, CONAC, Rev Dr Dieudonné Massi Gams, has hailed the support of the African Development Bank, AfDB, and the government in tackling corruption in Cameroon. 

Rev Dr Massi Gams made the declaration while opening the second part of a two-week programme to train staff and workers of state anti-corruption units on emerging corruption-related crime. 



The training is taking place in Mbankomo, Mefou and Afamba Division of the Centre Region. CONAC is organising the training alongside the Public Finance Governance Support, PAGFIP, and AfDB.

The Coordinator of PAGFIP, Valentin Lah Kouotou, attended the event in which at least 50 persons are being trained like during the first phase of the exercise.

Rev Dr Massi Gams said Cameroon is confronted with multiple corruption-related crimes driven notably by           Artificial Intelligence, necessitating the training.

He mentioned the laundering of proceeds of corruption, public procurement frauds, concealed conflict of interest, illicit financial flow and forms of cybercrime as being enhancing corruption.

“…the positive actors in the fight against corruption must not only multiply but be capable of detecting corrupt initiatives in a timely manner,” the CONAC boss stated.

Investigators, he said, must “properly plan, work effectively, and achieve expected results”. He noted that: “Public property is sacred. If we already have this culture that public property is sacred, it means we will take a certain number of measures to preserve this public property”.

The training, he stated, adds to multiple investments made by the AfDB and PAGFIP to ensure Cameroon becomes corruption-free by 2035.

He said PAGFIP which is a State project executed under the umbrella of the Ministry of the Economy, Planning and Regional Development worth 10 billion FCFA. CONAC, he said, received three utility vehicles from the programme at the beginning of the year for field operations.

Rev Massi Gams said a full coverage for the evaluation of Cameroon’s National Anti-Corruption Strategy which expires at the end of this year, is also envisioned through the same scheme.

The same, he said, applies to the project providing CONAC with software for payroll management and other schemes. He said the projects cements the AfBD’s status as one of Cameroon’s key partners in the fight against corruption.

“We express our deep gratitude to the African Development Bank for its valuable financial support through the Public Finance Governance Support Program. This contribution, in our view, is significant for the Cameroonian men and women that we are, in relation to what we must do to rid our country of corruption,” the CONAC Chairman stated.

The CONAC boss said the role played by institutions like the AfDB and the government via PAGFFIP is crucial for a country that “must rise to the challenge” of tackling corruption.

Speaking during Monday’s event, the Coordinator of PAGFIP, Lah Kouotou, said the leadership of PAGFIP is pleased with the work done with CONAC.

Kouotou said asides the project with CONAC, PAGFIP has led similar schemes through works with institutions like the Supreme State Audit Office, the Audit Bench of the Supreme Court and the Ministry of Public Contracts.

He added that the structure also worked with the Audit Bench of the Supreme Court by building the capacity of authorities on accounts and audit techniques

The PAGFIP coordinator said through the accountability and transparency drive, the project is currently supporting the Ministry of Public Contracts in drafting a code of ethics. This, he said, is a valuable contribution from the project.

PAGFIP, he added, provides valuable assistance to the government in broadening the tax base.  This, he said, is “because component number one handles the broadening of the tax base, meaning optimising the mobilisation of tax revenues through two ongoing activities, namely electronic invoicing and the automation of tax withholding certificates at source”.
