To boost revenue: CAMWATER Director General urges performance, accountability from staff.

The Director General of the Cameroon Water Utilities Corporation, CAMWATER, Dr Blaise Moussa, has urged staff and managers to step up performance and accountability. The corporation says this is to ensure that the public utility increases revenue and improve its commercial and operational results.



The call is contained in a special communication addressed to the company’s management chain, published on August 20. The Director General, through the release, wants regional delegates, sector heads, agency heads and centre heads to take greater responsibility for results. They have been tasked to improve water distribution, commercialisation, meter reading, billing and revenue collection.

Dr Moussa said CAMWATER has made progress in recent years in restructuring, reorganisation, discipline, clarification of responsibilities and the strengthening of operational structures. He said these changes must now translate into measurable performance.

He has consequently asked managers to leave their offices and increase their presence in the field. They are expected to engage subscribers, consumers, businesses and public administrations to generate more connections and improve revenue.

CAMWATER said recent extensions to its water distribution networks should result in more connections, new subscribers and increased billed consumption. The company also wants stronger action against fraud and illegal connections. According to Dr Moussa, operational units must focus on the responsibilities assigned to them and deliver measurable results.

“An agency is not a resting place. The objective is to make everyone succeed and to make CAMWATER succeed,” Dr Moussa said. 

 

2.35 billion FCFA target for Douala, DIVRY

Per CAMWATER, the performance drive comes with specific revenue collection targets for CAMWATER structures. For the current month, the Douala Regional Delegation has been instructed to collect at least 1.1 billion FCFA, while the Yaounde Agglomeration Regional Division, DIVRY has been handed a minimum target of FCFA1.25 billion. Together, the two structures are expected to mobilise at least 2.35 billion FCFA.

Other regional delegations have been asked to increase their revenue collection performance by at least 15%. Dr Moussa considers the targets achievable if managers assume their responsibilities and mobilise their teams with method, rigour and consistency.

The Director General further stressed the requirement for the automatic, complete and immediate transfer of all money collected in accordance with existing procedures. CAMWATER said failures in this area will lead to the establishment of responsibility and sanctions where warranted. 

The corporation continued that the Director General further instructed the marketing department, the communication unit, and other stakeholders to intensify the promotion of electronic payments following a slowdown in use.

CAMWATER disclosed that the reopening of CAMWATER agencies and centres on Saturdays is equally expected to produce results in customer service, new connections, payments and revenue collection.

The corporation said Dr Moussa also called for greater mobilisation of internal resources amid the company’s financial constraints. This, CAMWATER stated, will involve increasing commercial revenue, improving billing rates, ensuring comprehensive meter reading, strengthening collection, reducing fraud and accelerating connections.

CAMWATER furthered that the Director General has equally placed staff performance under greater scrutiny. According to the corporation, employees and managers who obtain results, innovate and effectively mobilise their teams should receive recognition and greater responsibilities. Persistent and unjustified underperformance, negligence and lack of initiative could attract consequences, the institution noted.

According to the company, the performance drive also comes as CAMWATER seeks to move from the third to the second category of public enterprises. CAMWATER said achieving the objective will require a significant and sustained increase in turnover as well as improved overall performance.

CAMWATER concluded that Dr Moussa has called on staff to make performance part of the institution’s corporate culture, with emphasis on increasing connections, improving billing and collection, fighting fraud and providing better services to users.
