The Bank of Central African States, BEAC, has introduced new retail payment system within the Central African Economic and Monetary Community, CEMAC.
The Governor of BEAC, Yvon Sana Bangui, announced the novelty in a recent release. Known as the Central African Remote Clearing System Version 2, with French acronym, STAC-AC2, the Governor of BEAC said the new system is a major innovation in the strengthening of payment system setup within CEMAC.

He explained in a release that STAC-AC2 manages retail payments viz; transfers, direct debits, checks, and bank cards. According to the BEAC Governor, it succeeds the previous version that had been in operation since 2007.

On the innovations, Sana Bangui noted that STAC-AC2 has among other features, “…a centralized, secure technical architecture that is fully accessible online”.

The BEAC Governor detailed that it is designed in accordance with the International Standard Organisation, ISO 20022 standard.

The new system, Sana Bangui noted, “…will help enhance processing efficiency, increase transaction security, and facilitate the gradual integration of new payment services that meet the needs of economic actors in the sub region”.

He explained that the new system boasts of three modules that make it a game changer in securing payment systems within CEMAC.

Sana Bangui mentioned that addition to its new features is an automated clearing system with two compartments which comprised the Central and participant.

The two other models he disclosed in the release announcing the release are “a dispute management module, and a module for instant payments, which will be rolled out at a later date”.

He stressed that the change ties to the constant quest to make the payment ecosystem within CEMAC more modern and up to date with global demands that are shaping trade and growth.

Sana Bangui lauded the initiative as an addition to other undertakings in the last couple of years “…to equip CEMAC with more efficient and secure systems that comply with the highest international standards”.

The Governor also announced the launch in the coming weeks of the new RTGS system, the Automated Large-Value Payment System Version 10 (SYGMA V10), “which is currently being finalized”.

BEAC alongside other partner institutions, he noted, “…has taken the necessary steps to ensure a smooth transition to this new platform and is working to maintain the continuity of financial services provided to the community during this phase”.

The Governor saluted the collaboration of treasuries of CEMAC member States and other financial institutions in the face of the ongoing changes.

He appealed for steadfastness to guarantee the success of the changes “…in the interest of the stability, security, and efficiency of the CEMAC payment systems”.
