Insurance coverage for higher education staff, students: Understanding the scramble for Zenithe Insurance.

The welfare of staff within institutions, experts say, is sacrosanct and has benefits for not only the employee, but also for the employer; be it within the government or private sector.

Pundits are also of the opinion that staff welfare is important because it drives higher productivity, improves employee retention, and ensures a stronger workplace culture. 



Investing in the welfare of workers in areas such as health, and safety, labour specialists aver, helps institutions build a loyal and motivated team.

A healthy worker, it is often said, produces better results and output at the workplace. Healthy and supported workers, analysts maintain, focus better and complete tasks with greater efficiency, while good working conditions and wellness create a positive, happy environment. In other words, mental health support means fewer sick days.

It is therefore for this reason that health insurance for workers cannot be overemphasised, as experts say it protects workers from high medical costs, improves daily productivity, and helps institutions keep healthy workers.

Meanwhile, pundits also assert that health insurance for students is important because it protects against high medical bills, provides access to essential healthcare, and supports mental wellbeing. They say it helps learners stay focused on their education without worrying about unexpected health costs.

 

 

 

The case of Zenithe Insurance & MINESUP staff

Recently, Zenithe Insurance S.A, was solicited by the Ministry of Higher Education, MINESUP, to provide health coverage for staff of its Centralised Services. 

The partnership agreement was signed on July 29, 2026.  This was in the presence of the Secretary General of the Ministry of Higher Education, Prof Gabsa Wilfred, who represented Minister Jacques Ndongo. 

The President of the Mutual Fund for Staff of the Ministry, MUPESUP, Dr Wanah Litumbe Theresia, signed for the personnel, while the representative of the General Manager of Zenithe Insurance SA, Fouatia Collins, signed on behalf of the company.

Officials said through the partnership, staff of the Centralised Services of the Ministry of Higher Education will benefit up to 80% medical and health coverage, effective August 1, 2026. 

The partnership for health insurance for higher education staff, to be provided by Zenithe Insurance, it was disclosed, will facilitate the full health coverage of staff of the Centralised Services of the higher education ministry, under MUPESUP, and will provide significant financial relief to members.

It was revealed that all categories within the higher education system are already covered under existing frameworks. 

The teaching staff will benefit from insurance, supported by 40 million FCFA in State universities while students enrolled in State universities will receive 100% health coverage at no cost to them. 

Support staff in State universities are also covered and with the recent partnership with Zenithe Insurance, Centralised Service staff will also now be covered by health insurance.

 

 

 

Health coverage for university students

It should be recalled that on December 18, 2025, the Ministry of Higher Education and the private-sector consortium of Zenithe Insurance and Lothe Consulting Assurance, signed a historic framework convention for all 11 State Universities, dubbed “Contract of Solidarity.”

It aims to ensure the health insurance of students of all the country’s 11 State Universities.

The agreement marked a monumental shift for the higher education sector. It effectively secures a health and accident shield for hundreds of thousands of students, marking one of the most significant public-private partnerships in the CEMAC Sub-region’s insurance history. 

It should be noted that for decades, the financial burden of healthcare has remained a silent barrier to academic success in Cameroon. 

The traditional model, which often required students to pay upfront for medical emergencies, left many families vulnerable to economic shocks. 

It is therefore for this reason that observers say the December 18, 2025, agreement was fundamental for the health insurance of university students. 

Watchers of the insurance landscape in the country say by positioning the Zenithe-Lothe consortium as the primary risk carrier, “the government is not just buying an insurance policy; it is building a comprehensive service infrastructure, designed to align with President Paul Biya’s vision of Universal Health Coverage, UHC”.

 

 

 

“Third-Party Payment” model

At the technical core of the said partnership is the “Third-Party Payment” model. 

Unlike traditional reimbursement schemes that can take months to process, the ambitious framework eliminates the need for students to provide cash at the point of service. 

Under the scheme, the Consortium is committed to settling 100% of eligible medical expenses, including specialist consultations, laboratory diagnostics, and vital prescriptions, directly with the healthcare providers. 

According to Zenithe Insurance, currently a top-tier leader in the non-life insurance sector in Cameroon, and represented at the December 18, 2025 by its General Manager, His Majesty Fon Ndecham Chefon II, the deal consolidated its reputation for resilience and reliability. 

By managing this high-volume portfolio, experts say the Consortium is “demonstrating an unparalleled capacity to handling large-scale welfare initiatives, bridging the gap between State policy and tangible life-saving results for the common citizen”. 

To ensure the model is accessible even in the most remote university outposts, Louis Des champs Lothin Elessa, CEO of Lothe Consulting, announced the integration of a Medical Call Centre. 

The digital-first approach allows students to receive initial video or phone consultations from qualified doctors, before being directed to the nearest accredited facility.

The mobile health strategy is particularly vital for a student population that is increasingly digital and geographically mobile across Cameroon’s ten Regions.

Financial commitment for long-term stability 

Insurance experts have also noted that the sustainability of such a massive undertaking hinges on its financial architecture. The premiums for this nationwide cover are integrated directly into the institutional budgets of the State. 

MINESUP is committed to covering 40% of the insurance costs, while the 11 State universities will absorb the remaining 60%. 

While it provides a robust funding base, pundits say it also presents a litmus test for administrative discipline. 

For Zenithe and Lothe, managing such a vast “single-risk” portfolio requires a sophisticated digital monitoring system to track claims in real-time and prevent the fraud that often plagues mass retail insurance. 

The Consortium’s success, analysts say, will depend on enforcing strict premium collection schedules and planned upgrading of university medical centres, which are intended to act as the first line of defense in a controlled, lower-cost healthcare network.

 

Protecting nation’s most precious asset

The framework convention between MINESUP and the Zenithe-Lothe Consortium, it should be said, is a commitment to protecting the nation’s most precious asset; its students. 

In his address during the signing ceremony, the Minister of Higher Education, Prof Jacques Fame Ndongo, underscored that the agreement serves as a “legal foundation for lasting cooperation”.

He added that it also places the youth at the centre of national priorities, and ensuring that their pursuit of ingenuity and creativity is no longer hindered by the fear of medical bankruptcy. 

By successfully bridging private-sector efficiency with public-sector scale, Zenithe Insurance Lothe are ensuring that Cameroon’s 2035 emergence vision is fostered by healthy, protected, and empowered citizens.

The choice of Zenithe Insurance by the Ministry of Higher Education for the health insurance for its staff and students, and by other institutions trooping to Zenithe Insurance for its top-notch services, is no surprise, watchers of the insurance sector in the country have noted. 

This is the spinoff of Zenithe Insurance’s outstanding, mouth-watering services, reliable and prompt payment of insurance indemnities, which have gone a long way to making Zenithe Insurance the undisputable giant of Cameroon's insurance sector.
