Garoua: CONSUPE trains regional officials on public fund management.

The workshop, which opened on July 13, in the North Region capital, Garoua, brought together regional delegates and credit authorising officers from the East, Adamawa, Far North and North regions. The training, stakeholders said, had as aim to equip participants with knowledge on management irregularities, management faults, financial prejudice and liability arising from poor management practices.

According to the Minister Delegate at the Presidency in charge of the Supreme State Audit, Mbah Acha Rose Fomundam, the workshop was conducted as a “pedagogical support mission”. The initiative, she said, seeks to strengthen the capacity of officials responsible for managing public resources and ensuring that state funds are used in accordance with existing laws and regulations.

Speaking during the opening ceremony, which was attended by the Governor of the North Region, Jean Abate Edi’i, the minister called on participants to integrate the principles of rigour, professionalism and exemplary conduct into their administrative practices.

She also reminded public spending managers of the administrative, financial and criminal sanctions that may apply when established procedures and regulations are not respected. According to the minister, the training is intended to help officials better understand their responsibilities and avoid practices that could lead to management faults.

Minister Mbah Acha explained that assessments conducted by CONSUPE teams in the field had identified a number of challenges faced by regional delegates in the management of public resources.

“The regional delegates are the operational arms of the State in the regions,” she said.

According to Minister Mbah Acha, field missions carried out by her services had revealed difficulties linked to the application of financial management rules, hence the training.

“Many of them do not fully master the laws and rules governing the management of public funds. That is what has led us to organise this pedagogical support mission for them. During this workshop, we will jointly identify the acts and behaviours that constitute management faults,” Minister Mbah Acha stated.

According to officials, the Garoua workshop follows similar sessions previously held in Douala and Bamenda as part of a nationwide capacity-building effort targeting state spending managers. The initiative, officials stated, is being implemented under the Public Finance Governance Support Project, known by its French acronym, PAGFIP, which is supported by the African Development Bank.
