To mark Cameroon Diaspora Days: Gov’t unveils fresh incentives for overseas entrepreneurs.

The event brought together government officials and members of the diaspora to discuss investment opportunities, administrative reforms and remaining challenges.

It was chaired by the Secretary General at MINREX, Oumarou Chinmoun. It held under the theme: “Innovation, Productive Investment by the Diaspora and the Structural Transformation Process of the National Economy: Place and Role of the Cameroonian Diaspora”. 

Participants examined measures introduced by public authorities to encourage greater involvement of the diaspora in economic development and explored ways of improving existing systems.

Among the reforms presented were efforts to improve mobility and simplify administrative procedures through the digitalisation of consular services. 

Authorities highlighted the online processing of eVisas, consular cards, laissez-passers and authorisations for the transport of human remains. Officials said these measures have reduced administrative difficulties associated with obtaining such documents.

Participants also heard about improvements in passport issuance procedures. On investment, several government administrations outlined mechanisms designed to facilitate the participation of diaspora entrepreneurs in economic activities. 

Officials noted that current legislation does not distinguish between national private investors, foreign investors and members of the diaspora, meaning that investment incentives apply equally to all.

It emerged from the meeting that since 2021, MINREX has mobilised about FCFA 10 billion through its Diaspora and International Migration programme. Most of the funding, officials disclosed, has been directed towards strengthening support and assistance mechanisms for citizens living abroad.

“This has been done through better consideration of their economic and socio-cultural needs and greater recognition of their contribution to national development,” Chinmoun said.

He added that 504 diaspora entrepreneurs have benefited from the programme in creating, developing and structuring projects within priority sectors of the economy.

Despite the progress presented during the forum, participants identified a number of challenges that still require attention. Corruption was cited as a major concern that can discourage members of the diaspora from returning to invest. Participants also reported technical difficulties affecting some digital platforms used for administrative procedures.

According to officials, discussions during the second edition of the diaspora are expected to strengthen the contribution of citizens living abroad to the economic growth and development of the nation.
