Parcours Vita Fitness Hubs: PM orders transfer of management to city councils.

The Prime Minister, Head of Government, Dr Chief Joseph Dion Ngute, has ordered the transfer of the operational management of Parcours Vita Fitness centres to city councils. The instruction is contained in a letter from the Prime Minister’s Office and addressed to the Minister of Sports and Physical Education, MINSEP, Prof Narcisse Mouelle Kombi.

The one-page document issued on June 10 and titled: “Management of Vita Trails by Municipalities”, is signed by the Secretary General at the Prime Minister’s, Prof Seraphin Magloire Fouda. He signed the document on behalf of the Prime Minister, Chief Dr Joseph Dion Ngute.

In the letter, Prof Fouda mentioned that the Prime Minister had instructed him to request the heads of the five city councils hosting fitness trails to take all necessary steps to ensure effective management of the sports facilities.

According to the PM office, this is in accordance with the regulations in force regarding the transfer of powers in the field of sport and physical education.

“…Consequently, it is now your responsibility to monitor, supervise, and evaluate the exercise of the powers transferred to the municipalities in accordance with the provisions of order No. 001/A/MINSEP of April 9 2012 setting out the specifications detailing the conditions and technical procedures for the exercise of powers transferred by the State to the Municipalities in the field of sport and physical education,” a part of the read.

According to the letter, the sports minister is expected to submit a comprehensive progress report to the Prime Minister's Office detailing the steps taken to finalize the transition.

“Please report to me on the steps you have taken for the full and complete information of the Head of Government," the letter continued.

It should be noted that Cameroon has several Parcour Vita. These are outdoor fitness trail designated for exercise enthusiasts and nature lovers.

The facilities are located in major urban areas across many towns and serves thousands of citizens daily for exercise, recreation, and community wellness. 

By handing operational control to local councils, we gathered from the country's lone bilingual daily, Cameroon Tribune that the government expects more responsive maintenance and tailored regional management.

It has also been considered as a major step towards decentralization and to enforce long-standing regulations regarding the decentralization of sports and physical education administration.

The order reactivates the framework established by Ministerial Order No. 001/A/MINSEP of April 9, 2012, which outlines the technical conditions and responsibilities for transferring state powers to local councils. 

Under the new instructions, the Ministry of Sports will pivot from direct management to a supervisory role. 

The minister has been tasked with overseeing, monitoring, and evaluating how efficiently the City Councils exercise their newly reclaimed powers.
