PAD, D’la Terre-Port partner to modernize Boscam Quay.

Officials signing agreement

The Port Authority of Douala, PAD, and Douala Terre-Port have sealed a partnership to transform the Boscam Quay and ensure long-term sustainability.

The agreement was signed Friday, April 10. This was during a ceremony in Douala.



Officials said the deal will cover the comprehensive rehabilitation and modernisation of the Regional Terminal, widely known as the BOSCAM Quay.

The Director General of PAD, Cyrus Ngo’o, signed for the company under his authority while and the Chief Executive Officer, CEO, of Khoury Contracting Company, Douala Terre-Port, Danny Khoury put pen on paper for the firm.

Officials revealed that the high-impact Public-Private Partnership, PPP, represents a major step forward in the modernisation of national port infrastructures in the country.

According to Khoury, the agreement is a powerful testament to the effectiveness of win-win partnerships. He expressed gratitude to the Director General of PAD and emphasised that the project is more than just a renovation, but total transformation. 

The CEO also disclosed that the terminal is set to become a benchmark for sustainable development, featuring state-of-the-art equipment and high-performance infrastructure including. 

This, he stated, will include an estimated 89.65 billion FCFA budget, supplemented by optional investments of 36.683 billion FCFA.

Khoury also added that the transformation will include the rehabilitation of the current site and the creation of a massive new 20-hectare platform. Plans for a new 700-meter quay in the optional investment phase, and a 30-year concession period with a projected return rate of 12.20% to ensure long-term stability and profitability for both parties, he underscored, form details of the deal.

PAD Director General on his part disclosed that beyond the structural upgrades, the partnership is a catalyst for employment, with the creation of 500 direct and indirect jobs expected to stimulate the local economy.

Through the ambitious project, PAD, he stated, is reaffirming its commitment to positioning the Port of Douala-Bonaberi as a modern, efficient, and competitive regional hub.
