To boost performance: P&T minister urges discipline, professionalism among staff, collaborators.

Minister Libom Li Likeng with collaborators during ceremony

The Minister of Posts and Telecommunications, Minette Libom Li Likeng, has urged personnel and officials of the structures placed under her ministry’s supervision to step up the spirit of responsibility, discipline and professionalism as prerequisites to improve performance.

The minister made the call in Yaounde on February 19 while receiving best wishes for 2026 from collaborators and staff. The event was used to award medals to meritorious staff and bid farewell to retired personnel.

The Secretary General of the ministry, Mohamadou Saoudi, used the event to present the ministry’s 2025 balance sheet and restate the commitment of staff to supporting the minister to realise the tasks handed to her.

Speaking during the ceremony, Minister Li Likeng said the year 2025 was hugely hectic and saw the ministry engaging in multiple strategic activities aimed at realising its dream of making the posts and telecommunications sector a major economic driver for Cameroon while also making the digital space safe for all citizens, as desired by Head of State.

The member of government cited strides including the implementation of the Cameroon Digital Transformation Acceleration Project, PATNUC, development of strong digital ecosystem built on reliable data and indicators, the modernisation of the postal sector, capacity building, cybersecurity and digital trust.

Urges surge in discipline, professionalism

Despite the strides, she said the year 2025 also highlighted existing challenges including digital transformation, sector regulation, the modernization of the postal service, cybersecurity, consumer protection, and the framing of Artificial Intelligence, that must be addressed.

She drummed the need for a continuous shift in mentality and approach among staff of the ministry and those of related institutions to tackle the multiple challenges.

The minister urged the staff and collaborators to be more disciplined and professional on issues regarding the respect of deadlines, the quality of execution, project management, and the culture of results.

“It is an imperative and a duty. Every structure, every leader, and every public agent is required, in view of the missions entrusted to them, to produce tangible, measurable results aligned with Government orientations,” Minister Li Likeng said.

She also harped on the need for changes at the level of the ministry and warned that it is “no longer acceptable for certain reforms to delay to materialize due to a lack of coordination, for projects to experience unjustified delays, or for commitments made before the highest authorities or citizens to remain partially executed, or even at the stage of intention”.

The minister said henceforth, every structure under the ministry is expected to “develop and implement realistic work plans, accompanied by clear performance indicators and regular execution report”.

Sets 2026 target

She said the ministry will focus principally on activities that are aimed at supporting the digital transformation of Cameroon similar to what it had done over the past few years.

The minister said in line with the vision and commitment of the Head of State to prioritize the development of digital technology during his current seven-year term, the ministry will specifically focus on three priority projects: rural connectivity and universal access to the internet, cybersecurity and digital trust and the modernization of the postal sector.

The modernization of the postal sector, the minister detailed, aims to continue the transformation of the post office through the development of postal financial services, the digitalisation of services, and adaptation to the requirements of e-commerce in a bid to strengthen its role in financial, and territorial inclusion.

She said projects on rural connectivity and universal access to the internet will seek to ensure that every citizen across the country benefits from effective digital access.

The minister said works in the sector will involve extending infrastructure into rural and landlocked areas and strengthening digital inclusion.

On cybersecurity and digital trust, Minister Li Likeng said “specialized equipment has just been made available to the National Agency for Information and Communication Technologies, ANTIC, to strengthen national capacities for preventing and responding to cyber threats.”

She said the ministry also intends to multiply partnerships to intensify awareness actions for the responsible use of social media and the fight against hate speech online and in training establishments while continuing to guide young people toward cybersecurity professions.
