Selfless service to nation: President Biya decorates Treasury DG, Moh Sylvester, again!.

The President of the Republic, Paul Biya, has again recognised the selfless and results-oriented services of the Director General of Treasury, Financial and Monetary Corporation, Moh Sylvester Tangongho, to the nation.

In appreciation of his unreserved contribution to nation building, the Head of State has raised the astute and meticulous public finance manager, to the dignity of Grand Officer of the Order of Valour

The Minister of Finance, Louis Paul Motaze, on behalf of President Biya, handed the medal to the man who possesses rare qualities in dealing with the unpredictability of the financial market. 

This was on February 6, 2026, during the annual conference of the Ministry of Finance, MINFI, which culminated with the presentation of New Year wishes to the boss of the ministry, Minister Louis Paul Motaze. 

The gathering was under the theme: “Optimal management of the State treasury: stakes, challenges and prospects”.

Minister Motaze, after raising Moh Sylvester to the dignity of Grand Officer of the Order of Valour, extended to him the congratulations of the Head of State. 

He urged Moh Sylvester not to relent in helping Cameroon weather financial storms, but to continue giving his utmost to help the State overcome challenges facing the public treasury and State financial management in general.

Minister Motaze also praised Moh Sylvester for adapting to the ever-changing national and international financial landscapes and inculcating a mindset that keep the treasury department ready to adjust and adapt to cope in the face of the ambitious vision of the Head of State.

He urged Moh to redouble efforts in financial probity in helping government to realise the giant development projects earmarked by the Head of State, in his current mandate.

Moh Sylvester’s unique tact in finance management 

Observers say raising Moh Sylvester to dignity of Grand Officer of the Order of Valour speaks volumes of the level of satisfaction President Biya has for him in delivering difficult task in even more challenging context. 

The merited recognition has also been described as proof of President Biya renewing confidence in the discrete public servant, who is also a key actor in the financial sector. 

Described as a square peg in a square hole, Moh Sylvester has over the years demonstrated mastery in national and international financial dynamics. 

He has under the directives of the finance minister stabilised the State purse in the most difficult national and global circumstances.

Moh Sylvester has to his high ratings, the regular payment of civil servants’ salaries; the servicing of debts; helping government to respect its engagement with national and internal partners amid others in a turbulent economic context.

The treasury boss has been walking Cameroon in financial tranquility, since Boko Haram attacks in the Northern parts of the country started threatening customs revenue. 

Moh Sylvester has also been doing so for the past nine years since the separatists brought activities to an all-time low in the North West and South West Regions.

He also had an attractive account in balancing and tranquilising the management of State finances, in the face of the COVID-19 pandemic, and the Russia-Ukraine war that left several economies around the world crippled. 

Moh Sylvester, at the close of last year, also got praises from near and far, as head of the Association of Treasury Staff, MUTRESOR, for overseeing the realisation of the 19 billion FCFA-worth Concord International Hotel in Yaounde. 

The facility has been described as a sustainability venture of treasury staff to guarantee better days, even after retirement from public service.

Moh Sylvester has been described variously as a servant who thinks big, fast and ahead of time, in guiding the Treasury Department to successfully realise the giant project. 

 

About Moh Sylvester 

Moh Sylvester is a Senior Treasury Inspector who graduated from the National School of Administration and Magistracy, ENAM, in 1989.

Born in 1963, Moh Sylvester, a native of Baba I village, Ngokentunjia Division of the North West Region, has since June 14, 2011, been serving as Director General of the Treasury, Financial and Monetary Cooperation, in the Ministry of Finance

He served at Bamenda Regional Treasury in 1997 and two years later, he was appointed Deputy Director of Accounting in the Division of Treasury Operations until 2004. From 2004 to 2011, he worked at the Central Accounting Service.

Moh Sylvester also put his great qualities in the reforming of the Payment Systems of the Economic and Monetary Community of Central African States, CEMAC. He was also part of the team that drafted the Accounting Plan of CEMAC Subregion, between 2000 and 2008.
