Sino-Cameroon cooperation: Inter-ministerial committee reviews implementation of FOCAC action plan 2025-27.

The implementation of resolutions taken during the 4th Summit of Heads of State and Government of the Forum on China-Africa Cooperation known as FOCAC, has come under review. 

This was during a meeting of members of the Interministerial Committee for Monitoring and Evaluating the Implementation of the FOCAC Action Plan 2025-2027. 



The meeting, organised at the Ministry of External Relations, MINREX, on November 19, was chaired by MINREX Inspector General for Consular Affairs, Stanislas Oyono. 

It was aimed at taking stock, within the framework of the full committee, of the progress of projects, to identify any difficulties and bottlenecks, as well as to define strategies to ensure more effective implementation of the bilateral commitments within the framework of the FOCAC three-year plan. 

In his opening remarks, the Inspector General explained that Sino-African cooperation in general, and Sino-Cameroonian cooperation in particular, have been elevated to the status of a ‘Comprehensive Strategic Partnership’ and remains major levers for development in the country, notably in the areas of infrastructure, agriculture, energy, industry, training and health. 

In order for the reciprocal initiatives and commitments of the governments of Cameroon and China to be fully effective, Stanislas Oyono reminded the members of the need to strengthen inter-ministerial coordination, rigorous monitoring and accountability within the framework of the projects agreed with China.

He then urged the members to engage in frank and constructive exchanges, focus on concrete and measurable results, to enable Sino-Cameroonian cooperation to continue to translate into tangible, visible and beneficial achievements for their respective populations. 

“The initiatives and mutual commitment of Cameroon and the Cameroonian side will yield results. But to achieve this, we must, among other things, strengthen ministerial coordination and, above all, rigorously monitor the projects that will be implemented through accountability within the framework of the commitment projects agreed with our Chinese partner,” the Inspector General stated. 

“I would therefore like to invite you members of the interministerial committee, in view of all the above, to engage in frank and constructive exchanges during this meeting, focusing on the search for concrete and measurable results so that our cooperation with China continues to translate into visible and beneficial achievements,” he added. 

It is worth noting that this meeting came on the heels of a working session held last November 10 between the Technical Secretariat of the Interministerial Committee and the Chinese Embassy in Yaounde to review the implementation in Cameroon of the resolutions of the FOCAC Action Plan 2025-2027. 

It is important to recall that at the end of the 4th Summit of Heads of State and Government of FOCAC, held from September 4 to 62024 in Beijing-China, a ten-point priority action plan was adopted for the period 2025-2027. 

The Minister of External Relations was then ordered by the Head of State to set up an interministerial committee to monitor the implementation of the resolutions of this Sino-African cooperation platform. 

The forum was said to mark a new era of pragmatism, enhanced solidarity and mutual benefits, with the President of the Republic emphasising the need for Cameroon to secure a sufficient share of the $50 billion package announced by China for African development.
