Treasury Directorate begins process to get ISO 9001 certification.

The Directorate General of the Treasury, Financial and Monetary Cooperation, DGTCFM, has begun the process of adhering to the ISO 9001 Standards. The process was launched during a ceremony held in Yaounde Thursday. 



The Minister Delegate to the Minister of Finance, Yaouba Andoulaye, who chaired the ceremony, praised the DGTCFM for being among government establishments to take the relay baton.

He then told the audience that the exercise will be long-term and continuous process that will see all government establishments, not only striving, but actually meeting the international norms set for public establishments by the ISO 9001.

Yaouba drew public attention to the resolution taken a few years back by President Paul Biya to position Cameroon as part countries in the world that are known for transparency, efficiency and efficacy in the delivery of public services.

He equally noted that management of public finances has always been a problematic issue in many countries, including Cameroon, reason why the effort to gain ISO 9001 certification is starting with the Directorate General of the Treasury, Financial and Monetary Cooperation.

The Minister Delegate expressed dismay that when public finances suffer from external shocks like the slump in the prices of raw materials in the world market, fluctuations in prices of petroleum products and other minerals, or trade disruptions caused by wars and civil unrests, people never care to know how the public treasury struggles to cope with the financial expectations of the masses.

He pointed out that, presently, insecurity in the North West and South West regions, as well as Boko Haram atrocities in the Far North Region are taking a heavy toll on government´s finances due to numerous and recurrent unanticipated expenditure. 

Despite this, the Minister Delegate said it has not stopped the government from trying to maintain and show a clean balance sheet to users of its services. 

 

Role of quality control agency

The Director General of the Standards and Quality Agency, ANOR, Chantal Andely, disclosed that her institution will serve as the supervisory authority that will guide the DGTCM in the effort to bring public services to meet the ISO 9001 Standard.

To which end, her institution and the Ministry of Finance signed, on the spot, a cooperation agreement, with the Minister Delegate appending signature on behalf of the Ministry of Finance and Andely, for her organisation. 

She charged workers of the DGTCFM to be ready to proceed for further training so that they can upgrade themselves and offer services of internationally accepted quality.

She stressed that the DGTCFM cannot be able to respond with efficacy, to the demands of external services users, in terms of treatment of documents or files, and reducing delays, unless such staff upgrading takes place.

The ANOR boss pledged to do all in her capacity to make sure that the DGTCFM gets all the equipment and materials workers need in order to upgrade their services.

The Director General of Treasury, Financial and Monetary Cooperation, Moh Sylvester, said what is required for his establishment to get ISO 9001 certification is for staff to ameliorate quality of services delivery by avoiding delays and treating files promptly. 

He said a lot is already being done in that direction, but in an uncoordinated manner. 
The present requirement will mean that he and his workers will have to put things together to be able to live up to what is expected of them.

Moh said moving forward, he will also require his staff to educate users of treasury services, since the different services belong to different compartments, requiring different approaches for users to get served.
