Ndian: New Bamusso DO tasked to guard against maritime piracy, criminality.

The Senior Divisional Officer, SDO, of Ndian Division of the South West Region, Guibai Baldena Gilbert, has urged the new Divisional Officer, DO, of Bamusso Subdivision, Tcho Zoum Leonard, to fight against terrorism, maritime piracy, criminality and use the forces of law and order at his disposal to maintain peace and order in the administrative unit. 



He was speaking in Bamusso Friday February 2. This was during the installation of the new DO. The SDO further tasked the incoming DO not to be partial in his decisions and to work with officials of Elections Cameroon, ELECAM, to ensure that the population register massively for the upcoming elections.

The SDO also reminded the population, traditional rulers and elite to work closely with the new Divisional Officer for the socioeconomic development of the Subdivision.

While thanking the outgoing Divisional Officer, Wallan Isaac, for a job well done, the SDO said he is leaving the Subdivision heads high, after spending over six years seven months and 24 days in office.

Earlier in his welcome address, the mayor of Bamusso, Pastor Meme Samuel Meme, thanked the outgoing DO for his services and wished him well in his new station. He also said the municipality is ready to accompany the new DO in his duties.

The mayor told the new DO that the people of Bamusso are hard-working, peace-loving. He however said the lack of personnel and administrative buildings are the main challenges faced by the population of the municipality.

Before his appointment on January 18, Tcho Zoum Leonard, was serving as First Assistant Senior Divisional Officer of Meme.

Born on February 10, 1988, Tcho Zoum Leonard is a native of Akum in Santa Subdivision of Mezam Division of the North West Region.

Being the third son of a family of five, he attended Government Primary School Bastos Yaounde, where he obtained the First School Leaving Certificate before moving to Presbyterian Secondary School Bafut, where he Obtained the GCE Ordinary Level. He then moved to Saint Augustine College in Kumbo, from where he obtained the GCE Advanced Level.

From 2007 to 2010, he enrolled into the University of Buea, where he obtained a Bachelor’s degree in Economics. He then obtained a Master’s degree from the Catholic University in 2011. That same year, he got involved in his family’s business where he rose to the rank of the General Manager of Enterprises Electricity Cameroon, EEC.

Tcho later wrote and passed the entrance examination into the National School of Administration and Magistracy, ENAM, where he studied General Administration. Upon graduation from ENAM, he was posted to the Littoral Governor's Office, where he spent nine months as a support staff.

Tcho Zoum was then sent to the Ministry of Territorial Administration in the Department of Human Resource. After months, he was later sent to the Department of Territorial Organisation before being appointed on April 20, 2023, to Meme as First Assistant SDO. 

He held the position until Thursday January 18, 2024, when he was promoted as Divisional Officer of Bamusso Subdivision. Tcho Zoum Leonard is married and a father of two children.
