FEICOM schools staff on 2024 Finance Law.

The Special Council Support Fund for Mutual Assistance, FEICOM, has schooled its staff on the specificities of the 2024 Finance Law, with the goal of boosting performance.

This was during the 20th General Management and Regional Agencies Conference of the institution. It brought together heads of the different agencies of FEICOM. 



The session was held under the theme: “FEICOM yesterday, today and tomorrow”. The training took place in Yaounde. The Director General of FEICOM, Philippe Camille Akoa, presided over the training.

The Head of the Division of Studies, Planning and Fiscal Reforms at the Directorate General of Taxation, Tocke Terence Adrien, lectured FEICOM staff on measures taken to broaden the tax base. 

He told participants that the goal is to boost revenue, tackle tax evasion and tax fraud. Tocke equally took out time to recall the context and legal framework within which the law was drafted. 

He emphasised the need for compliance with presidential directives contained in the circular of August 30, 2023, on the preparation of the budget in operation.

Tocke pointed out that the tax policies in place are in line with the National Development Strategy, SND 2020-2030. 

As for measures related to public spending, he emphasised the reinforcement of tax compliance and the replacement of the Attestation of Non-Indebtedness by the Attestation of Fiscal Conformity.

In addition, Tocke equally lectured the FEICOM staff on the socio-economic promotion schemes in place. 

He talked about import substitution, the stock market sector, economically disadvantaged areas, research, innovation and social sectors such as social housing, youth employment, education and health.

He equally announced that works are underway at the level of the Directorate General of Taxation on investment incentives for digitisation.

The FEICOM officials were further enlightened on specific aspects such as the tax received on benefits in kind and pension. 

There was particular attention on the Personal Income Tax, which came under criticisms, owing to new provisions in the 2024 Finance Law on certain benefits.

The resource person saluted the staff of FEICOM for exceptionally paying keen attention to details that will affect their work throughout the current year. 

He encouraged the management of FEICOM to make proposals to contribute to ongoing reforms in the taxation policy of the state. 

The official also thanked the Director General of FEICOM for opting to train the institution’s staff on the 2024 Finance Law.

The Conference of the General Management and Regional Agencies of FEICOM this year was in its 20th session. 

Beb Berthe Kesseng, Head of the Strategy, Planning and Management Control Division at FEICOM, was Chairperson of the Organising Committee of the conference.

Kesseng saluted the progress made last year under the guidance of the Director General of FEICOM. She was particular about the institution of a “framework for consultation” and dialogue which gave staff the opportunity to review the road covered last year and prepare for the New Year.

For 2024, she said, discussions touched on helping staff have “a common and shared understanding of a number of the work tools required for our deployment”. 

She said they discussed among other things monitoring investments in councils, budget discipline, planning and better organisation of services.
