Minister Mbah Acha outlines CONSUPE’s 2023 balance sheet.

The Minister Delegate at the Presidency of the Republic in charge of Supreme Audit, Mbah Acha Rose Fomundam, has outlined activities carried out by the Supreme State Audit Office, known by its French acronym, CONSUPE, in the 2023 financial year.



In this interview, she also noted that in the year in review, CONSUPE diligently carried out its activities assigned by the State. Excerpts. 

 

Madam Minister, we have come to the end of a financial year. What can we learn from CONSUPE's achievements in 2023? 

Before answering your question, I would first of all like to thank you for giving me the opportunity to talk about the CONSUPE's activities.

To return to your question, it is important to note that the Services of the Supreme Audit of the State, Supreme Audit Institution of public funds of Cameroon, in accordance with its organic text, carry out three great types of Actions: the Actions of Audit, the Actions of Repression or Sanction against the indelicate managers and the Actions of Prevention of the Attacks to the public fortune. The CONSUPE can therefore only be assessed on the basis of these three types of actions. 

 

About how many 22 control and verification missions were carried out by CONSUPE in 2023?

First of all, with regard to Audit Actions, the number of audit missions carried out in 2023 will be increased. In this respect, the CONSUPE carried out a total of around 22 control and verification missions. 

In a more detailed way, at the level of the Public Administrations, we carried out seven Missions of audit, at the level of the Companies and Establishments of the Public and Parapublic Sectors, we also carried out seven, at the level of the Decentralised Territorial Collectivities, two Missions of audit were carried out and at the level of the Organism known as specific, six Missions of audit were carried out. In addition, some fifteen cross-checking missions were also carried out. 

In addition to these, some fifteen cross-checking missions have also been carried out. I would also like to remind you that we have around five Missions in the process of being deployed. 

With regards to repressive or punitive actions against dishonest managers, the Budget and Financial Disciplinary Board (CDBF) received and processed one hundred and two (102) letters in 2023. 

The CDBF received three (03) referral files, one from the Presidency of the Republic and two others from the Ministry of Decentralisation and Local Development (MINDDEVEL). The processing of the files previously received led to eight (08) Respondents being brought before the Council. 

For the 2023 financial year, the Budget and Financial Disciplinary Council examined one hundred and sixty-four (164) cases in the course of thirty-one (31) sessions, of which twenty-two (22) were ordinary sessions and nine (9) were special pre-consultation sessions. 

The thirty-one (31) sessions enabled the Board to pronounce a total of twenty-eight (28) decisions, of which four (04) were acquittals and twenty-three (23) imposed various sanctions for a total amount of damages of thirteen billion six hundred and ninety-five million one hundred and twenty-four thousand seven hundred and twenty-three (13. 695.124.723) FCFA, including thirteen billion six hundred and seventy-two million twenty-four thousand seven hundred and twenty-three (13.672.024.723) FCFA of debit and twenty-three million one hundred thousand (23.100.000) FCFA of special fine. 

During the month of August 2023, I sent five (05) mission teams to the Centre, East, Far North, Littoral and South West Regions, with a mandate to gather information on the implementation of sanctions previously imposed by the CDBF on dishonest managers. The results of this work show that the level of recovery of financial penalties imposed on the entities concerned amounts to more than seven hundred million FCFA recovered out of more than one hundred and fourteen billion FCFA, i.e. a recovery rate of 0.66%. 

 

Concerning Prevention of Offences Against Public Property, how did CONDUPE fare in 2023?

As far as the Prevention of Offences Against Public Property is concerned, we have always opted for prevention through training. With this in mind, 06 training courses have been organised. SODECOTON, the Autonomous Port of Douala, FEICOM, the Mayors of the North-West, the Inspectors of Ministries and the Cameroon Baccalaureate Office were all trained. A total of 380 Internal Auditors and Credit Administrators have been trained by the CONSUPE. 

This is what the Supreme Audit Office produced in terms of a balance sheet for the 2023 financial year.
