2024 financial year: Wum Council adopts nearly one billion FCFA to transform municipality.

Councillors of the Wum Council in Menchum Division of the North West Region, have unanimously approved an ambitious budget of nearly one billion (999,290,000) FCFA for the municipality in 2024.




The draft budget was scrutinised and subsequently adopted without any trace of objection during a budgetary session held last December 20 at the Wum Council premises.
The session chaired by Wum Mayor, Dighambong Anthony Mvo, was attended amongst others by the Senior Divisional Officer for Menchum, Abdoullahi Aliou.
Traditional and religious authorities of the area were also in attendance.
Speaking while chairing the session, Mayor Dighambong told attendees that: “We are taking an engagement today of greater transparent management, which of course would be opened to the public by publishing the daily financial situation of the council”.
He admitted that: “We might not be perfect, but our obligation, goal and objective is to be near perfection”.
Turning to the business of the day, the mayor told councillors that the “budget we are about to scrutinise and adopt” is baptized “The budget of peace enhancement towards the sustainable development goals”.
He said the budget balances in revenue and expenditure at the sum of nine hundred and ninety-nine million two hundred and ninety thousand francs. 
The mayor disclosed that the budget has witnessed a percentage increase of 0.08% as compared to the 2023 budget. 
“The Investment part of this Budget stands at Five hundred and ninety-three million seven hundred and fifty thousand (593.750.000) Francs, representing a percentage of 59.42% which is above the prescribed minimum of 40% of the total budget,” the mayor told participants.
“Operating or functional expenses stands at four hundred and five million five hundred and forty thousand (405,540,000) francs, giving a percentage of 40.58% of course this is below the stipulated maximum of 60% of the total budget. Personnel expenses is one hundred and thirty million (130,000,000) francs, that is a percentage of 32.05% which is less than the required maximum of 35% of the functional budget,” he added.
“We have carefully given more attention to investment in our budget in order to have feasible realizations in our municipality towards the historic great event of the diamond jubilee of our municipality, come March 2024,” the mayor continued.

Giant projects to be realised in 2024
Mayor Dighambong used the session to roll out the action plan of the council for 2024. He told councillors that as part of the Annual Investment Plan of the council for 2024, the institution intends to realise a wide range of projects.

He said amongst other projects, the council will ensure the rehabilitation of a block of three classrooms at GS Zonghofuh, the construction of a block of two classrooms with a regular office at GS Zonghokwo, the construction of a block of two classrooms at GS Tsakendze as well as the Supply of 140 benches, four tables and four chairs to GS Zonghokwo and GS Tsakendze.
Other projects will include the construction of 32 market sheds in the Wum Main Market, installation of 30 solar street lights in Bu, Atue and Munteng, rehabilitation of Ukpwa integrated health centre, completion of a fence at the Wum Urban integrated health centre, rehabilitation of the Wum Town Hall and the construction of a bridge over River Kebwen linking Magha Palace and Magha Overside.
The council, it was announced, will also ensure the construction of a box culvert at PK 0+800 from GTHS junction along the Naikom-Ketcha road, the construction of a box Culvert Linking Wajung and Buetschie, support to three CIGs (Zonghefu & Wazoh and Kesu), purchase of office equipment for Agric post Kesu, creation and operationalisation of a poultry and fish pond, powered by solar energy and the acquisition and supply of office furniture for the new Wum council main office amongst others.
