Kenya: Prof Kelly Mua, others brainstorm on strengthening debt resilience in Africa.

Renowned Cameroonian financial forensics and audit expert, Prof Kelly Mua Kingsley, together with other experts from across the world, have exchanged best possible ways of strengthening debt resilience in Africa.

This was the crux of a high-level meeting held recently in Kenya. The panel discussion was organised by the African Legal Support Facility, ALSF, in collaboration with the African Development Bank AfDB, Bill and Melinda Gates Foundation and the World Bank.

The panel discussion focused on the central theme: “Strengthening debt resilience in Africa”. 

The discussions, which was a vibrant exchange of experiences and best practices, focused on fostering more robust governance, transparency, innovative financing techniques, effective debt management and improvements in budget policy and management. 

The African Legal Support Facility showcased seven new debt guides, shedding light on topics including debt for nature, climate swaps, sustainable development financing, crisis prevention and state-contingent debt instruments. 

“Of particular interest was the dialogue on Thematic Financing Instruments,” Prof Kelly Mua noted in an outing shortly after the conference. 

The erudite financial expert stated that: “As Africa stands at the threshold of a new era, we must place a premium on Green Industrialisation, green social, blue and other thematic instruments”. 

Africa's readiness to lead in the said sector, Prof Kelly Mua said, represents a unique opportunity. 

He was quick to add that: “However, to truly emerge, and we must, we must also recognise the need for Green Justice and Green Equity”. 

He insisted that, “industrialised nations of the North and West should assume responsibility for pollution and carbon credits owed”. 

By settling this debt, Prof Kelly Mua continued: “…they would offer profound relief and a step towards a balanced global ecosystem”.

“Through such initiatives, we are not merely managing debt but reimagining the future of Africa's economic landscape. It is about time we transition our focus from debt to development, from aid to trade, and from surviving to thriving,” he added.

Prof Kelly Mua Kingsley, it should be said, is a seasoned professional with a diverse and extensive background across various sectors, including private, public, public international organisations and non-governmental organisations. 

Throughout his career, he has consistently demonstrated the commitment to excellence and a drive for continuous growth and improvement. 

His educational journey includes graduating from the prestigious Harvard Kennedy School of Government, where he honed his expertise in the field of financial forensics and audit. 

Prof Kelly Mua holds a PhD in Public Finance, an MBA and an MLA, which have equipped him with a comprehensive understanding of finance, management and leadership principles.

In addition to his academic achievements, he has obtained several professional certifications that attest to his expertise and dedication.

Prof Kelly Mua is a Certified Forensic Accountant and a Certified Forensic Finance Investigator, demonstrating his proficiency in conducting investigations and uncovering financial irregularities.

Currently, he serves as the Designated Representative of Cameroon to the Regional Advisory Commission on Financial Markets, where he contributes his insights and expertise to shape financial policies and regulations. 

Simultaneously, he holds the esteemed position of Censure at the Central Bank, where he plays a crucial role in ensuring compliance and fostering financial stability.

He is also Board Director at the African Trade Insurance development organisation, ATIDI. 

Within the Ministry of Finance, Prof Kelly Mua holds the esteemed role of Project Fund Coordinator, overseeing the financial operations of vital projects. 

Prior to this, he served as the Director for Finance Operations, where he managed and optimised financial resources to support the country’s financing objectives effectively.

His experience also extends to the international arena, having served as an Assistant Resident Representative with the United Nations. 

In that capacity, he coordinated programs and initiatives aimed at sustainable development and poverty eradication. 

Moreover, he worked as a Program Coordinator (Consultant) with the African Development Bank, where he contributed his expertise in financial matters to drive economic growth and development across the continent.

Throughout his career, he has consistently demonstrated a strong commitment to professionalism, technical expertise and sophisticated problem-solving.

His extensive work experience, combined with his academic achievements and professional certifications, has equipped him with a unique skill set to navigate complex financial landscapes and deliver exceptional results.
