Merited recognition: East Paymaster General wins int’l award for excellence in management.

The prestigious award was handed to the celebrated state servant during a ceremony in Bertoua, in the East Region, Wednesday September 6.   

The recognition is that of Baobab Africa Prize, a network of 200 African, and African-American journalists working in Africa, Europe and America.

The network has equally joined forces with friends working for Africa, experts in polls and surveys to award Africans and friends of Africa, doing diligently in different domains.  

Mbulle’s recognition is based on the assessment of Baobab Africa Prize National Committee. Organisers said the distinction is in recognition of his outstanding role as Paymaster General of East Regional Treasury. 

Speaking during a ceremony in Bertoua, to present the award to the laureate, the National President of Baobab Africa Award Committee, Malcom Barnabé Paho, hailed Mbulle for his topnotch approach in management and for raising the bar so high in financial probity at the level of the treasury.

“He deserves it. Since his arrival at the helm of the General Treasury of Bertoua, he has been taking strategic measures in order to prevent flaw, thereby ensuring the attainment of objectives,” Barnabé Paho said. 

Zooming on the strides of the Paymaster General, Barnabé Paho was blunt that: “Now the performance indicators are green, thanks to his management techniques”.

He hailed Mbulle Valentine for being a “good team captain, who works hand in hand with all his collaborators for the betterment of public service”. 

The officials hailed Mbulle Valentine for living up to the expectations of his hierarchy, by strictly supervising, coordinating and controlling the accounting operations of his area of command. 

Mbulle dedicates award to collaborators 

Speaking shortly after receiving the prestigious award, the laureate, Mbulle Valentine, said the distinction was more of a surprise to him and the structure he represents in the East Region. 

"It was a surprised when we were informed in the morning of September 6, about the award ceremony later in the afternoon. I don't know how I was singled out for this award, out of the many staff in the vast Ministry of Finance,” the publicity-shy Mbulle stated. 

“Being a public service provider, it is the public that we serve that makes judgment on the quality of the service we provide. I think the organisers must have seen something positive in the Treasury General of Bertoua, which they wanted to encourage,” the Paymaster General added. 

Mbulle Valentine said the award is the “result of team work” with his close collaborators. “I told the organisers, it should bear the name of the East Regional Treasury of Bertoua,” he stated. 

“I'm not dedicating it to anyone but to the entire staff of East Regional Treasury, because we work in a team to contribute in our own little way through the Ministry of Finance, to the realisation of the Head of State's vision of making Cameroon an emergent country by 2035," he said.

Mbulle management style gets across the board applause 

Mbulle’s leadership style, staff of the treasury in the East Region attest, has brought a new lease of life to the institution and work space. 

Staff of the East Regional Treasury say the name Mbulle Valentine commands respect and admiration, after having demonstrated matchless managerial rigour, coupled with his never-seen speed in handling files. 

Those who know the track record of Mbulle Valentine also hail him for bringing administration closer to users, putting rational payment of state service providers as priority and for being a model in efficient accounting management.

Mbulle Valentine, has also been raised to the skies for adopting an open- door policy and giving a listening ear to details from even the least ranking of personnel under his command. 

The Paymaster General, inhabitants of the East Region also confirmed, is a true promoter of President Biya’s vision of social cohesion, living together and national unity. 

Users of the East Regional Treasury have repeatedly said and rightly so, that Mbulle Valentine’s dictionary does not know favouritism, tribalism or nepotism. Mbulle valentine, many have said, treats all in the same way without any discrimination. 

Mbulle Valentine in a nutshell

Mbulle Valentine holds a Bachelor’s Degree in Economics from the University of Buea and a Master’s degree from the International Relations Institute of Cameroon, IRIC. 

He is a graduate of the Financial Division of the National School of Administration and Magistracy, ENAM. After graduating from ENAM, he served at the South West Regional Treasury in Buea, as a support staff in 2004.

He was later appointed Chief of Service of Materials Expenditure in the Ministry of Finance. He later got appointed as the Divisional Treasurer for Meme Division before his appointment as the Paymaster General for the East Regional Treasury in late 2018.

The Knight of the Cameroon National Order of Valour is also an astute politician and diehard grassroots mobiliser of Cameroon People’s Democratic Movement, CPDM party.

He is Section President of CPDM Kupe-Muanenguba III Section (Tombel), where he revived activities of the party in the section after the last re-organisation exercise. 

Mbulle Valentine, it should be said, was honoured with the award of the Scoop Media Group in May 2023, for remobilising, invigorating and bringing new impetus in the party in his native Tombel Subdivision. 

Mbulle Valentine has boosted voter registration of CPDM supporters on the electoral list. He has also established a roadmap for effective participation in national and party events.

Created in 2014 in the United States, the BAOBAB AFRICA award committee is a network of 200 African and African-American journalists working in Africa, Europe and America. It has joined forces with friends working for Africa, experts in polls and surveys to award Africans and friends of Africa. 

The aim of the Baobab Africa Prize committee is to reward individuals or companies who have worked with professionalism, dedication, self-sacrifice, honesty, collaboration and openness in their fields of expertise over the course of a year. 

The aim is to encourage Africans to work harder, so that Africa can be developed effectively by Africans first, Cameroon by Cameroonians first, and so on.

The Baobab Africa award is divided into several categories: economy, finance, politics, society, humanitarian, culture, sport, town hall management, NTIC, entrepreneurship, etc.
