South West: New BUNEC Regional Chief to lead fight against fraudulent documents.

The newly installed South West Regional Chief of the National Civil Status Registration known by its French acronym, BUNEC, Ndzerem Walter, has been urged to embrace and lead the fight against fraudulent documents in his area of command.

The Deputy General Manager of BUNEC, Abdoulaye Adjiali Boukar, made the call in Buea Tuesday April 12. This was during the installation ceremony of Ndzerem Walter.

“May I remind you, Mr Ndzerem Walter, that, as the Regional branch boss, you should be present in all the Divisions of South West, for a complete follow-up of the activities of BUNEC that should not be limited to Buea or to Fako Division. You should therefore work hard, to mitigate the rate of fraudulent documents, by assigning the defaulters to court, for not being law and regulation abiding,” Abdoulaye said.

To carry out his duties, the new Regional Chief was charged to collaborate with local authorities and other stakeholders to effectively carryout his functions especially taking care of persons with disabilities.

“…you should seek collaboration with the administrative authorities of the South West Region, wherever and whenever necessary, for the accomplishment of your official duties. You should also implement a close follow up of projects that are carried out by BUNEC, in partnership with some founding organisations. You should bear in mind and carry out your actions, with a special care for the situation of the internal displaced populations, that are victims of the socio-political and security situation, prevailing in this part of our country,” the BUNEC Deputy GM said.

While promising the institution’s support to the new branch head, he reminded him of the institution’s resolve to repress deviant behaviour that is in conflict with the institution’s goals. “BUNEC's top management will make sure that any eventual difficulties, likely to impair the smooth functioning of your missions, are readily redressed. This notwithstanding, special measures will be put in place to repress any deviant behaviour from you, likely to discredit government’s actions, geared towards its ever-progressive policy of bringing the administration closer to the population, within the decentralisation and the special status processes, which are currently being implemented,” Abdoulaye added.

Ndzerem Walter Yuyun was appointed the Regional Chief of BUNEC by the Board of Directors through Resolution No0070/BUNEC/CA of December 22, 2022. He replaced Ashu Sinke John Paul, who was appointed Director of Archives and Statistics at the institution’s head office in Yaoundé.

Speaking to the press after his installation, Ndzerem Walter promised to continue with the organisation’s push to enable the population have the right civil status documents. 

“We have been doing much and we will continue doing more, by working with civil society organisations to enable internally displaced persons establish civil status documents,” he said.

 

To prioritise sensitisation of the population 

To achieve this task, Ndzerem said he would prioritise sensitising the population on civil status centres around the region. 

“It is our task to make sure that people establish their civil status documents in the places where they were born. We have links with all the civil status registration centres, which are operational but the people do not know. Therefore, we have to sensitise the population where these centres are to ensure they have the right documents of birth, marriage and death certificates,” he said. 

BUNEC’s duties and responsibilities in the South West Region, like across the country, include the collection and compilation of civil status statistics; archiving of civil status registries in compliance with the laws and regulations governing civil status registration.

Ndzerem Walter Yuyun, the new Regional Civil Status Registration Chief for the South West Region, was born on April 11, 1991, in Kumbo, North West Region. He attended Saint Augustine College Nso, where he obtained a GCE-A Level Certificate in 2010. He then attended Siantou Higher Institute of Excellence, where he obtained a "Higher National Diploma" in accountancy in 2013.

From 2012 to 2013, he attended Institut de Formation des Métiers de Développement et d'Informatique Appliquée, INFOMEDIA, where he got a "Diplôme de qualification professionnelle", in computarised accountancy, and a Bachelor of Technology in accountancy. He was then trained as a certified AWS-cloud practitioner.

He was recruited by BUNEC in 2016, where he acquainted himself with positions of monitoring and evaluation of budget formulation, as well as execution and justification, supply review for contracting, procurement follow-up, control and reception, mounting of vouchers and payment of suppliers, as well as production of reports. In 2022, he obtained a Bachelor of Science in Public Administration from the University of Buea.
